Structure

For floodplain management purposes, a structure is a building with at least two outside rigid walls and a fully secured roof, that is principally above ground. Manufactured homes and gas and liquid storage tanks are also considered to be structures. The term is often used interchangeably with “building” in floodplain regulations.
For the purpose of coverage under the National Flood Insurance Program, storage tanks are not considered to be structures, and homes (including manufactured homes) must be located on a permanent foundation. Additionally, for insurance purposes, the term includes a building undergoing construction, alteration, or repair.
